The Society of Motion Picture and Television Engineers (SMPTE) is an internationally-recognized standards developing organization. Headquartered and incorporated in the United States of America, SMPTE has members in over 80 countries on six continents. SMPTEβs Engineering Documents, including Standards, Recommended Practices, and Engineering Guidelines, are prepared by SMPTEβs Technology Committees. Participation in these Committees is open to all with a bona fide interest in their work. SMPTE cooperates closely with other standards-developing organizations, including ISO, IEC and ITU. This Standards Administrative Guideline forms an adjunct to the use and interpretation of the SMPTE Standards Operations Manual. In the event of a conflict, the Operations Manual shall prevail.
This Administrative Guideline lists the authorized Technology Committees and defines their scopes.

The following Technology Committees are authorized to conduct business under the SMPTE Standards Operations Manual within the individual scopes defined here and within the General Scope as defined in the SMPTE Standards Operations Manual, Section 3.2.1:
The general scope of all Technology Committees is to develop SMPTE Engineering Documents; to review existing documents to ensure that they are current with established engineering practices and are compatible with international engineering documents, where possible; to recommend and develop test specifications, methods, and materials; and to prepare tutorial material on engineering subjects for publication in the SMPTE Journal or for other means of dissemination benefiting the Society and the industry.

The General Scope as it applies to definition of common wrapper and file structures for storage, transmission, and use in the carriage of all forms of digital content components.
The General Scope as it applies to definition and control of elements supporting the infrastructures of content production and distribution facilities, including file management, transfer protocols, time labelling of essence, synchronization of systems, switching mechanisms, and physical networks that are both internal and external to the facility excluding unique final distribution methods.
The General Scope as it applies to the implementation of media services, methods of managing and controlling hardware devices and software systems, and the management of media workflow processes, including associated signalling and control mechanisms.
The General Scope as it applies to the packaging of media elements, to facilitate interchange and interoperability of formats within specific integrated application ecosystems in the professional fields of media creation, production, postproduction archiving and related topics.
